Our Vision is to enable the indigent to become independent. We want to impact our surrounding rural counties by helping those living with substance use disorder and/or co‐occurring disorders and who are re‐entering the community from prisons and jails return to their families and to society; breaking the cycle for their children.

About Safe Harbor of Tipton County
Safe Harbor of Tipton County opened in September 2021. Our new facility is located on a 20 acre campus, which was built in 1905 as Dunlap Orphanage. One of the founders of the orphanage said that they wanted to build a place to see little hands discover what God has for them. We are proud to continue that vision as an orphanage, the only difference is the hands are bigger!
We are able to house 74 men in our Safe Harbor of Tipton County Program and 18 women in our Fresh Start Program at the new property in Brighton, TN. This campus also houses our Administrative Offices. We are so excited to be able to expand to this beautiful location and continue the work that was started over 25 years ago.
We want to continue to shine the Light of Jesus into the darkness of this world to see these now bigger hands discover the freedom and life God has for them! God’s ways are higher than our ways; His thoughts are higher than our thoughts. It’s overwhelming to think back to every step He ordered for this moment. We give Him glory, Amen!

Safe Harbor is a Co-Occurring Disorder Capable (CODC) program.
What is CODC?
CODC programs address co-occurring mental and substance –related disorders in their policies and procedures, assessment, program content, treatment planning, and discharge planning. Even when the programs are geared primarily toward treating mental health or substance use disorders, program staff address the interaction between mental and substance use disorders, along with their effect on the individual’s readiness to change through individual and group program content. Relapse and recovery environment issues are also addressed (TDMHSAS/DSAS, 2014).

This was an amazing day for Safe Harbor of Tipton County! 51 people from First Baptist Church Tipton County came today armed with construction tools, paint brushes, and the best attitude ever. We accomplished so much today! God is so good.
